REPORT OF THE PLANNING COMMITTEE MEETING 7.30pm ON WEDNESDAY 17thJANUARY 2018 IN THE COMMUNTIY CENTRE.

PUBLIC PARTICIPATION

A question was raised by a parishioner concerning the applications 17/506606/7/8/9/10/11/12/13 which all relate to the proposal of eight barns at Gipps Oast, Pilgrims Way, Lenham ME17 2EL.

The parishioner queried if this was a viable agricultural business or a commercial business?  If it is established as being a commercial venture, then the planning agricultural exemption should not be applied.

The parishioner requested that the transport access issues be considered, as the business would use the single trackway, which is a historical national trail and totally unsuitable for large commercial vehicles.

The site is on the scarp slope of the North Downs in an area of outstanding natural beauty.

Cllrs. thanked the parishioner for bringing to their attention the points raised, which will be considered.

Gipps Oast is an agricultural farm but if the application is granted it will become a commercial business.  Approximately 800 commercial lorry movements a year, plus the machinery movements will have to navigate a totally unsuitable single trackway. The trackway itself is part of the long-distance Pilgrims Way trackway running along the AONB scarp slope boundary.  The character of the AONB will be damaged by large buildings on the scarp, which will not be screened, this is inappropriate development in the countryside, the agricultural exemption should not be applied.

We wish to object and call into planning committee.

  1. NEIGHBOURHOOD PLAN REPORT

 

Cllr. Cockett reported the next NHP meeting will be 23rdJanuary.

He outlined the plan will try to protect the area of outstanding natural beauty (AONB) and the hamlets from possible future development.  The landscape character of the AONB and east Lenham should be preserved, as outlined in the Jacobs report.

The sites south of the railway should not be isolated and the proposed road link to the A20, along with a possible footbridge over the railway line, will help improve vehicle and pedestrian transport options.

The option of developing the Marley site is not available at present as the site is not for sale.  Oxley Wood at Sandway is not for sale.  The group are trying to identify options not previously included in the plan, or have been turned down in the past.

Cllr. Greenwood has researched the services available from land and property experts BTF Partnership.

An estimate will be sought covering charges per hour or % of value of the William Pitt Field site.

The initial meeting with a company representative was free of charge, it was suggested a clear proposal for the site should be available for further discussion before any decisions are taken.

The correspondence from PMC Planning concerning the Tanyard’s north development will require a meeting with the MBC case officer to discuss details.

A follow up meeting will be organised with M Egerton from MBC to discuss the code of practice and structure of the funding available for a transport survey linked to the NHP.

A modification of planning obligation dated 27.01.2017 for application 14/503411 for the erection of twenty-three dwellings at The Paddock on land north east of Grove House Old Ashford Road Lenham ME17 2PX

Notification of Appel Lodged with the Planning Inspectorate.

Proposal: Demolition of existing dwelling and associated garage and erection of 2no. 4-bedroom dwellings. Location: Sunnyside Lenham Heath Road Lenham Heath. APP/U2235/W/17/3189927

The proposed improvements to the Glebe Pond Old Ashford Road Lenham have been held up until May, due to protected newt species on site.  LPC will be kept informed of progress and further discussions will take place concerning the schedule and specifications of the pond improvement works.
